Balance is important!
A lot of times in online multiplayer I see how high prestige levels are mixed with low levels, often people who haven´t even prestiged or got far with leveling. It´s wrong to mix that up, because the prestige levels will often dominate the low levels, maybe some would disagree but this is just the way it is. So it comes down to the developers to make certain that people of the same skill play together, but how do you do that?
It´s easy to say that k/d would determine that, but let´s not forget that a lot of people camp in first person shooters so that will usually give them a higher k/d then they really deserve. Then you have a big chance to get a game full of campers, then no one wins! How about looking at your level? That might work, but someone that plays a lot and ranks up a lot might not always be the best player. Still it does point out that you´re at least experienced and that´s something you can use. But it would work better if the game could track your skills and put you up against people that have about the same skill level as you. So instead of just your normal level it would also be interesting if you had a skill level, which would be something based on your activity in the game and your succes. With activity I mean your actions, because if you sit still most of the time then that´s not skill! Succes would be based on the amount of matches you´ve won (compared to those you´ve played) and the amount of kills you made (combined with your activity during the match). It´s not perfect but it should at least bring people of a certain skill level closer together.
Of course it´s not easy to make that work, when you join a random game online then anyone could be your opponent. More often than not it will be people that have played the game a lot and won´t make it easy for you, which is nice when you´re looking for a challenge but it can be frustrating if you´re just looking for a good match to enjoy. Which is why I think it´s also important that you could add in the options menu your preference and describe your way of playing. For example do you move around a lot or not? Do you communicate with your team or not? What type of weapon, car or fighting style do you prefer? Some simple questions that will help the game find people that prefer the same things as you, which makes it easier to get into matches that are less frustrating and more fun.
No matter how fun multiplayer can be, when you lose a lot and just can´t seem to have any succes with it then you´re done with it pretty quickly! Which is why balance is important and it´s not something that should be considered lightly. The more fun people have with a game the longer people want to play it, so that makes it quite interesting to put some effort into that, which means a better balance in the game the better chance you have to find people of your skill level and play style.
